"on the spot"とはどういう意味？

映画『トゥルー・クライム』の中でこんなセリフがあります。

I’m surprised they didn’t fire you on the spot.

君が即刻クビにならなかったのが不思議だ

スティーヴ（C・イーストウッド）がレイプ犯の冤罪釈放運動を率いた過去に対して目撃者デイルが言うセリフ

先のセリフに対しスティーヴは"So am I."（同感だ）と答える

on the spot という表現には2つの意味があります。

1. immediately; without delay (right then and there)　すぐに、遅滞なく（その場で）

2. at the scene of an event (at a location)　ある出来事の現場で（ある場所で）

下記の文で使われているon the spotはどちらの意味で使われているでしょうか？
